Who Designed this IPA Espresso cup?

We have been learning about illy, IPA and other collectible espresso cups recently thanks to some lucky finds and subsequent searching. Does anyone know the pattern name of the IPA cup & saucer below? There's a facsimile designer's signature too which we'd love to know. I just can't seem to find a comparable. I know you folks have access to data bases I can't seem to locate and would surely appreciate any input.
