It is an example of Social Realism. Why don't you remove the backing from the frame and see what you find underneath?

When I saw that AR, I thought of Anton Refregier, but I don't think that is right for your print. I believe that it is a woodblock print, when I zoom in I am seeing marks where it was rubbed on the back with a Baren. The other printing methods you mention would typically use a press. You can use a Baren and print with oil based ink along with printing on linoleum, but people that receive formal training would most likely not do that. My gut feeling is that it is not WPA era, something about the way the figure is done seems more recent.

To my eye, later than WPA too. Anton Refregier appears to have used a full signature, not a signature monogram.
