    It appears to be a Thames sailing barge, as seen by someone with cataracts.
    Could be 19th C but I think more like 1920-30. THis date is pretty much a hunch.

    It is a nice picture, but very, very dirty.

    And what is the date of writing the picture? 1920 or still the 19th century?

    on the stretcher there is a sticker. By the sticker you can learn the time of writing? Most likely bought a ready stretcher with a primed canvas. Such things have been done since the second half of the 19th century, as I have read.

    I am not very good at dating letter fonts, but I think it was painted late 19th-early 20th century.
