    Greg's is definitely for opening the upper sash in a tall window. There would have been a corresponding piece of "hardware" in the the window to accept the little arm.

    Hemster's tool has the 2-sided "hook" for grabbing a shade or roller-map or projection screen handle. (Or something else with a similar need.)
