So the OP was here at 3:15 this afternoon, made no comment, and didn't choose to post the size, the marks (if any), clarity on the winged-horse bits, better images, including the handle on the center-rod, the underside, etc. - would also think a cruet stand, but suggest some participation from the person asking for help...

Sorry everyone. I saw this item on flea market and it just picked my curiosity. It is pretty big. 79oz total with English silver hallmarks. Unfortunately the guy wanted $2500 for it. And since it was incomplete I left it alone. The salt pegasus attachments were kind of clipped into the main unit and removable but definitely belong together. Otherwise not much I could add.

Actually I think there might be some additional info tomorrow. I'm suppose to meet owner in the morning to see if we can come to realistic price for this item. I kind of liked this set. I will post hallmarks tomorrow morning around 8:30am EST.
    Stand by for help :)

There is about $1500-1600 in scrap value for the item, so a price of $2500 would be perfectly reasonable if the item was complete. As it is just the stand missing the bottles that hurts the commercial value and will make it hard to sell in future. Something to take into consideration, but the seller is never going to take less than scrap price of course.

I was able to make a deal but now next question.
Do I polish it? And if I do how considering the size of it.

JMHO, tarnish is damage, silver is meant to be lightly polished. I would polish it up, but as I said lightly to remove the tarnish. I'm not a fan of over polishing to make silver look like it did the day it was made.

I can probably buy some decanters in a right size just to complete

    How tall is that handle?

All the way from top to bottom handle is 40cm.

The piece itself from legs to top of the handle is roughly 47cm.

So that 40cm is about 16 inches?
