    Yup, unless the artist was copying someone else's work, it's a one-of-a-kind drawing, not a print, and looks very well done.

    Another terminology difference in the U.S.... here it's call "India ink." It's a very black medium that coats a surface very well. When I did scratch boards, they were available pre-inked... probably still are.
