Burmese ? Ewer Vase with Applied Leaves

Would you consider this Burmese glass? Pitcher stands 6 5/8" tall, scratched (?) or sanded pontil. It glows --even the pink - green under UV light.

    Any help is appreciated!

Overall height is about 6", c-shaped piece is about 2"x2", weight tells me it is solid. What is it used for. Please? I was told it was a bangle from the Ottoman Empire but IHNI independently.
