Jointed bear, glass eyes, -- thinking 1960s. Any idea of maker.

This bear is approx 12" tall. I don't think Steiff, but similar in quality. His head, arms, and legs are all jointed. Felt paws and mouth. Any idea of the maker? Thanks.
